CHAPTERCHAPTER 1PURPOSE, AUTHORITY, SCOPE
1.1. Purpose.
This Instruction establishes the policies, procedures, and responsibilities governing manpower management across all military, civil, and heraldic organizations of the Empire of Apollo. It ensures the lawful, efficient, and equitable allocation of human resources to meet the Empire's strategic, operational, and administrative missions.
1.2. Authority.
This AEI is issued under the Imperial Charter, Articles V and VII, and the Mandate of the Emperor. It draws on principles of organizational law, fiscal stewardship, and operational readiness. Compliance is mandatory for all entities within the Imperial chain of command.
1.3. Scope.
This instruction applies to all Imperial Legions, Cohorts, Centuries, Contubernia, and civilian directorates. It governs manpower authorization, documentation, validation, and accountability. It integrates with the Imperial Treasury's fiscal planning cycle and the A Staff Concept (A1 Personnel, A3 Operations, A5 Planning, A8 Resourcing). It serves as the controlling document for Unit Manning Documents (UMDs) and Imperial Manpower Change Requests (IMCRs).

CHAPTERCHAPTER 2MANPOWER MANAGEMENT PRINCIPLES
2.1. Mission Alignment.
All manpower authorizations must support an approved mission statement, validated workload, and span of control ratio (1:5–7).
2.2. Stewardship.
Manpower is a finite Imperial resource. Commanders must balance mission capability with fiscal responsibility and heraldic obligations.
2.3. Standardization.
2.3.1. All positions must be documented in the UMD.
2.3.2. Position coding must follow the Imperial Specialty Code (ISC) system.
2.3.3. Grades, duty titles, and reporting chains must match approved manpower standards.
2.4. Flexibility.
Manpower authorizations may be adjusted by IMCRs to meet emergent mission requirements, but changes must preserve organizational integrity and fiscal alignment.

CHAPTERCHAPTER 3UNIT MANNING DOCUMENT
3.1. Purpose.
The UMD is the official and authoritative record of all manpower authorizations for a unit. It defines the unit's structure, required skills, and authorized strength.
3.2. Mandatory Data Elements.
Each UMD line must include:
3.2.1. Position Number: Unique identifier for each billet.
3.2.2. Duty Title: Describes the position's function.
3.2.3. ISC (Imperial Specialty Code): Identifies required skill.
3.2.4. Authorized Grade: Maximum authorized rank for the billet.
3.2.5. Minimum Grade: Lowest acceptable rank for assignment.
3.2.6. House/Legion Affiliation: Heraldic assignment of the billet.
3.2.7. Security Level: Required clearance.
3.2.8. Status: Funded, unfunded, or overage.
3.2.9. Effective Date: Date authorization takes effect.
3.2.10. Reporting Chain: Immediate supervisor and next higher echelon.
3.3. Types of Authorizations.
3.3.1. Funded Authorization: Resources allocated; position must be filled.
3.3.2. Unfunded Authorization: Required but pending allocation; used for future growth.
3.3.3. Overage Authorization: Temporary authorization to meet surge or transition needs.
3.4. Control and Maintenance.
3.4.1. UMDs are maintained by the A1 Manpower Division.
3.4.2. Units must review and certify their UMDs annually by the Imperial Manpower Validation Date (IMVD).
3.4.3. Unauthorized alterations to UMDs are strictly prohibited and punishable under Imperial law.

CHAPTERCHAPTER 4MANPOWER CHANGE MANAGEMENT
4.1. Imperial Manpower Change Requests (IMCRs).
4.1.1. Used to add, delete, or modify UMD authorizations.
4.1.2. Must include justification, workload analysis, fiscal impact, and commander endorsement.
4.1.3. Reviewed by A1; approved changes are published in the next UMD update cycle.
4.2. Temporary Changes.
4.2.1. Commanders may make temporary adjustments not exceeding 90 days to address urgent operational requirements.
4.2.2. Must be reported to A1 within 15 days for audit purposes.
4.3. Appeals.
Units denied manpower changes may submit appeals to the Imperial Manpower Review Board (IMRB) within 30 days of decision.

CHAPTERCHAPTER 5MANPOWER VALIDATION AND ACCOUNTABILITY
5.1. Annual Validation.
All UMDs are reviewed for accuracy, alignment with mission objectives, and fiscal integrity. Units must correct discrepancies within 30 days of notification.
5.2. Accountability.
Commanders are accountable for maintaining assigned manpower levels. Vacancies exceeding 120 days must be reported to A1 for reallocation review.
5.3. Audits.
5.3.1. The Imperial Audit Authority (IAA) will:
- Conduct periodic manpower inspections.
- Findings of "excess authorization" or "unauthorized positions" may result in reduction of future allocations.

CHAPTERCHAPTER 6RESPONSIBILITIES
6.1. A1 Manpower Division will:
6.1.1. Maintain Imperial manpower database.
6.1.2. Publish official UMDs and changes.
6.1.3. Conduct annual validation and manpower audits.
6.2. Commanders will:
6.2.1. Ensure manpower aligns with mission requirements.
6.2.2. Submit timely IMCRs and maintain UMD accuracy.
6.2.3. Enforce accountability and prevent unauthorized changes.
6.3. Imperial Treasury (A8) will:
6.3.1. Align manpower authorizations with available fiscal resources.
6.3.2. Notify A1 of funding changes impacting manpower.
