APOLLO REVISED CODE
§ 1.1 — FOUNDATION AND SUPREMACY OF IMPERIAL LAW
WHEREAS (1), the Empire of Apollo is constituted as a sovereign imperial state under the perpetual and supreme authority of the Emperor of Apollo;
WHEREAS (2), the orderly governance of the Empire requires a codified body of law that is clear, consistent, and binding upon all persons and entities subject to imperial jurisdiction;
WHEREAS (3), the authority to enact, amend, and repeal imperial law is vested exclusively in the Emperor of Apollo, exercised through duly promulgated Apollo Empire Instructions (AEI) and the Apollo Revised Code (ARC);
NOW, THEREFORE, BY THE AUTHORITY OF THE EMPEROR OF APOLLO, AND PURSUANT TO IMPERIAL PREROGATIVE, IT IS HEREBY ORDAINED:
§ 1.1.1 — Definitions
For purposes of this Code and all instruments issued hereunder:
(a) "Apollo Empire Instructions" or "AEI" means executive directives, operational mandates, and administrative orders issued under direct imperial authority, forming the highest tier of enacted imperial law below the Imperial Edict.
(b) "Apollo Revised Code" or "ARC" means the codified statutory law, permanent regulations, and binding standards constituting the permanent legal corpus of the Empire of Apollo.
(c) "Provision" means any discrete numbered section within an AEI or ARC instrument identified by its section designation.
(d) "Person" means any natural person, corporate entity, administrative body, or instrumentality subject to imperial jurisdiction.
(e) "Empire" or "TEOA" means the Empire of Apollo and all territories, persons, and entities subject to imperial sovereignty.
§ 1.1.2 — Supremacy of Imperial Law
(a) All law of the Empire of Apollo, including but not limited to AEI and ARC instruments, shall be supreme over any conflicting rule, custom, convention, or agreement.
(b) No person or entity shall act in contravention of any duly promulgated AEI or ARC provision. Any act in violation of this section is void and without legal effect.
(c) The hierarchy of imperial instruments, from highest to lowest binding force, is as follows:
(i) Imperial Edict, issued directly by the Emperor of Apollo;
(ii) Apollo Empire Instructions (AEI);
(iii) Apollo Revised Code (ARC);
(iv) Administrative Directive;
(v) Operational Order;
(vi) Internal Guidance.
§ 1.1.3 — Publication and Effective Date
(a) All AEI and ARC instruments shall take legal effect upon publication in the Imperial Codex, unless a different effective date is expressly stated in the instrument.
(b) No provision of imperial law shall bind persons subject to imperial jurisdiction unless and until such provision has been published in the Imperial Codex.
(c) Publication in the Imperial Codex constitutes constructive notice to all persons subject to imperial jurisdiction.
§ 1.1.4 — Interpretation
(a) All provisions shall be construed to effectuate the legislative intent of the Emperor of Apollo as expressed in the text of the instrument.
(b) Where a provision is susceptible of more than one reasonable interpretation, the interpretation that best advances the imperial purpose stated in the instrument's preamble shall control.
